Nov. 2 is Election Day. The following is one of the contested races in Morris County:

RANDOLPH COUNCIL Four, four-year terms are available. An asterisk denotes an incumbent.

DEMOCRATSNANCIE LUDWIG Personal: 48, 10-year resident, married with two children Education: B.S. from Austin Peay State University Occupation: previously worked as a research scientist in academics, industry and government laboratories Previous elected offices sought/held: ran unsuccessfully for township council in 2006 and for Morris County freeholder in 2009 Previous appointed offices held: has been serving for the past five years in elected leadership on the Municipal Alliance Committee Activities: Currently volunteering in the following: Morris County Municipal Alliance Committee, the Governor’s Council on Alcohol and Drug Addiction, Morris County Emergency Management, Morris County Habitat for Humanity, Morris County Community Coalition for a Safe and Healthy Morris, Morris County United Way, Community Trials Intervention Committee for Randolph Pequannock and Dover, and Ironia Company 4′s Ladies Auxiliary. What should the town do to keep within the 2 percent budget cap? Randolph’s elected officials need to work with the existing revenue to build a sustainable budget and not continue to dig into Randolph residents’ pockets for new taxes or disguise taxes as new fees. Officials will need to work vigorously to do more in shared services and seriously research consolidation to maintain essential services in the current economic climate and work diligently towards real property tax relief, not just token reductions. Top 2 priorities if elected: 1) Lower property taxes: Research tax saving shared services/consolidation with towns contiguous with Randolph, present data to support property tax relief, discuss publicly and bring to public vote. 2) Maintain or increase Randolph services by sharing services and researching, obtaining state, federal and county grants.

REPUBLICANSMICHAEL GUADAGNO Personal: 63, 38-year resident Education: Master’s degree from Fairleigh Dickinson University Occupation: Retired Previous elected offices sought/held: None Previous appointed offices held: Chairman of the township planning Board, commissioner of the Rockaway Valley Regional Sewerage Authority, commissioner on community services, former chairman of the board of assessments, former commissioner on the board of adjustment, member of the Board of El Primer Paso Preschool. Activities: Sailing, hiking and travel What should the town do to keep within the 2 percent budget cap? Continue on our path of financial conservatism. Top 2 priorities if elected: 1) Keep Randolph’s AAA bond rating. 2) Keep the quality of life high in Randolph so that Randolph is the town where life is worth living.

JAMES B. LOVEYS *Personal: 51, 19-year township resident, married with four children Education: Bachelor’s Degree in Economics from Middlebury College Occupation: Partner in a real estate-management company Previous elected offices sought/held: None Previous appointed offices held: Appointed to the Randolph Township Council to serve an unexpired term in August of 2010, appointed to the township Parks and Landmarks committees Activities: Served as a volunteer coach and committee member for several years in various Township youth recreation programs, am an active member of my Church community, enjoy golf and fishing. What should the town do to keep within the 2 percent budget cap? Continue to explore areas where shared services with other municipalities, the Board of Education, and Morris County will lead to economies of scale and increased efficiency. Top 2 priorities if elected: 1) Work to maintain the fiscally responsible approach to government that has helped Randolph Township attain a Triple-A credit rating. 2) Work to continue to be able to provide the services, programs, and amenities that Randolph residents have come to expect and that have made Randolph Township a very desirable community in which to live.

TOM MACARTHUR Personal: 50, 18-year resident, married with two children Education: B.A. in history from Hofstra University Occupation: Chairman of the board of York Insurance Services Group Previous elected offices sought/held: None Previous appointed offices held: planning board, community services committee, environmental commission, assessment board and open space committee Activities: Active member and elder at Bethlehem Church in Randolph, founded two charities with wife to help children and adults in dire need with funding for orphan care and education, drug and alcohol rehabilitation and camp scholarships for handicapped children What should the town do to keep within the 2 percent budget cap? To keep taxes within the 2 percent cap we must control staffing costs, which are the majority of our budget. We cannot expect new state or federal grants or avoid the challenging choices ahead. We must share services with other towns. Departments like construction, health, dispatch and animal control are great examples of where this makes sense. We should also consider sharing police, which is being explored with Mendham, as this is our largest single expense and could pave the way to merge our courts. Top 2 priorities if elected: 1) Controlling property taxes. 2) Our business community needs our help as we have too many empty buildings and stalled development projects in our commercial areas. Our land use laws and planning and zoning boards should encourage business owners to locate in Randolph, spreading our costs across a larger taxpayer base.

ALLEN M. NAPOLIELLO* Personal: 69, married with two children, 37-year resident Education: B.S. from Rutgers University Occupation: retired from PSE&G Corp. as manager of information technology. Previous elected offices sought/held: Running for third full term for township council. Was elected by the council to serve as mayor in 2005 and 2008, and deputy mayor in 2004 and presently in 2010. Previous appointed offices held: Currently member of the planning board, former chairman of the recreation committee and former vice chairman of the open space committee Activities: Attending sporting events and spending time with my grandchildren. What should the town do to keep within the 2 percent budget cap? We need to continue to be fiscally conservative, look at all ways to cut spending while maintaining quality of life in Randolph. Everything’s in play. Top 2 priorities if elected: 1) Continue to deliver quality services and government to the residents of Randolph while holding down expenses. 2) Continue to maintain AAA bond rating that leads to lower interest costs.
